This is my very simplest MWE, I honestly say that I haven't done anything new.

\usepackage{tkz-euclide}
\begin{document}
    \begin{figure}[h]
        \begin{tikzpicture}
        \tkzInit[xmax=5,ymax=5,xmin=-5,ymin=-5]
        \tkzDrawXY
        \end{tikzpicture}
    \end{figure}
\end{document}  

My question is how can I achieve the figure attached below?

Think it simple. There is no need of advanced packages.
