I am trying to create the following structure:

Chapter 1
        I. This is a Section
        II. This is a Section
        III. This is a Section
Chapter 2
        IV. This is a Section

Unfortunately, I have no idea how to make the numeration behave like this. The best I got was to create a totally new counter, increase it manually at the end of each section and feed titlesec this new one. Of course, this does not solve the table of contents, which I also want to show the number IV, not I.

So, how do I make the counter for sections never reset despite starting a new chapter? (I don;t really care what happens in the appendices, I won't have them.)
