by mistake I noticed that my text (UTF-8 encoded, contains german special characters ä, ö, ü, ß) is compiled without errors although I forgot the inputenc (\usepackage[utf8]{inputenc}).

Here is a minimal example in which the special character "ö" are correctly placed in the PDF document.

\documentclass{scrartcl}
\begin{document}
Heute ist ein schöner Tag.
\end{document}

How can that be? Also here is my log file

UTF-8 has been the default (essentially by building in [utf8]{inputenc}) for a few years. Since the early 2018 LaTeX release, see ltnews issue 28
