How do you configure TexLive to use a full distribution of Perl, (like Strawberry Perl), instead of the minimal version that is included?

Especially important is how to specify this if you have installed a full Perl distribution AFTER installing TexLive ...

texmf.cnf (Does this option force TexLive to consult the system paths first?) -

% Prefer external Perl for third-party TeXLive Perl scripts
% Was set to 1 ***if at install time*** a sufficiently recent Perl was detected.
TEXLIVE_WINDOWS_TRY_EXTERNAL_PERL = 1

Except on Windows, your system must provide a standard Perl
installation with the usual core modules. (For Windows, TeX Live comes
with its own Perl.)

Therefore, if you need to run other Perl scripts and the included Perl
does not have all the modules, you need to install a full Perl distribution.
