if you use multirow you need to leave empty cells for it to overlap, you have not provided a usable example but it looks like you are specifying text overlaps non-empty cells. (I don't think you need multirow here at all)– David CarlisleMar 17, 2022 at 15:07

- all columns must be separated by ampersands
- for table I would use
tabularray
package (shorter, simple code, to my opinion nicer table)

I'm not entirely sure what you're trying to achieve, but I think you're missing & &
in the final three rows of the table.
