You need negative spaces \!
to get the braces close to each other. There may be a better way.

\begin{document}
\( \{\!\!\{a,b\}\!\!\} \)
\end{document}

\newcommand\doubleBrackets[1]{$\{\!\{ #1 \}\!\}$}
\begin{document}
