{forms} is about PDF forms that let users enter text into documents for printing. A popular option to specify, e.g., text fields is the {hyperref} package.
Forms require PDF readers that can handle them. In particular form elements like buttons that execute Javascript code when clicked are currently handled only by few PDF readers like Acrobat Reader.
