How to remove the gap between \underline and overline for the Roman Numbers shown in the below table without changing its font?
Instead of reinventing the wheel, you could use the romanbar package to write Roman numbers with bars above and below:

Problem with hline on alternating row colour table
The package nicematrix has tools designed to address that problem. With {NiceTabular} of nicematrix, the rules won't seem to vanish, whatever PDF viewer you use (by design).
